Sweeping changes are under consideration for International Drive’s busiest intersection. Orange County staff have begun negotiations for safer, more attractive walkways surrounding the upcoming pedestrian bridge at Sand Lake Road.

The proposal was brought forward by Gateway 2040 LLC, an entity led by Wallack Holdings CEO Joshua Wallack. Details include a public-private partnership for new sidewalks and amenities extending from bridge access points. The elevated bridge is a separate project approved last year by the county. Final design approvals and right-of-way easements are expected by 2028 with bridge construction beginning in 2029 and ending in 2031.
Wallack told county commissioners at their Aug. 25 meeting that promenade designs were a necessary upgrade to keep International Drive competitive with destinations like Universal CityWalk and Disney Springs. He said the idea began with improvements at only one corner, but later evolved after discussions with neighboring businesses owners who also saw the need for a change.
“The promenade makes the bridge work in a much more profound way, both in form and function,” he said.
According to county documents, Gateway 2040 LLC would coordinate right-of-way easement donations from property owners at each end of the intersection. The corporation would also fund the estimated $19.4 million project with reimbursements upon completion.
Promenade designs
Early renderings shown during the Aug. 25 meeting illustrate reimagined sidewalks lined with with trees and architectural accents. Auto traffic and foot traffic would be separated by barrier walls and landscaping.
Suggested upgrades include the following:
- Decorative retaining walls
- Fountains
- Small public spaces
- Public art
- Gateway clock and arches
- Enhanced landscaping and irrigation
- Decorative lighting
If the promenade plan is approved, construction would begin early in 2028 with completion in Q3 2029.
The proposal was made with the caveat that Gateway 2040 LLC would oversee the project with its own contractors. District 5 Commissioner Kelly Martinez Semrad was opposed to allowing that level of control by the developers. However, Mayor Jerry Demings and other board members stated the negotiations were intended to work through those issues and that no final agreements could be made without board approval.
What's next
Staff was instructed to negotiate the public-private partnership, reimbursements, and project details with Gateway 2040 LLC and stakeholders. Discussions with neighboring businesses, the International Drive CRA Advisory Committee, and FDOT will also be scheduled along with community meetings. The matter will go before the Board of County Commissioners at two future meetings with dates to be determined before a final vote is scheduled.
